A RETROSPECTIVE ANALYSIS OF THE ACTIVITIES OF CIVILAVIATION IN UKRAINE

Abstract
This article analyzes the historical development of administrative and legal regulation of civil Ukraine. Examining the regulations governing civil aviation in Ukraine at different times, you can explore and highlight the historical stages of development and state regulation of civil aviation. Analyzed the historical development of civil aviation in Ukraine, and singled out three historical stages of administrative and legal regulation of civil Ukraine: 1) 1783–1919; 2) 1919–1991; 3) 1991 – present. Analysis of historical stages of development of aviation legislation led to the conclusion that its impact has decisive influence: 1) scientific and technical progress; 2) international instruments in the field of civil aviation; 3) regulations of the European Union. Today the need is to improve administrative regulation of aviation legislation to address gaps in the current legislation and contradictions of different regulations.
