A solution proposal for the arising problems of the presentation of global public goods<p>Küresel kamusal malların sunum ve finansmanında ortaya çıkan sorunlara bir çözüm önerisi

Abstract
While the awareness of the phenomenon of global public goods are increasing with globalization, problems which need to be solved are emerging about their providing and financing. The examination area of the subject is deepening by defining a good as a global public good, classification, identification of their externalities and managing the resolution process. For this purpose, the global public goods have been examined as a priority in this study. The provision and the causes of emergence for such goods have been evaluated by in terms of the effectiveness of global organizations. The duties of governments, unions and organizations for financing and effective managing of global public goods have been tried to explain. Nowadays, creating international organization which are expert on classified global public goods is exemplified as the solution instead of the available organizations which are insufficient on producing solutions for emerging problems. The solution process would be accelerated with the creation of new and independent institutions which are supported by the legal infrastructure of the existing international organizations and governments. ÖzetKüreselleşme ile farkındalığı artan küresel kamusal mal olgusunun sunumunda ve finansmanında da çözülmesi gereken sorunlar ortaya çıkmaktadır. Bir malın küresel kamusal mal olarak tanımlanabilmesi, sınıflandırılması, dışsallıklarının tespiti ve çözüm sürecinin yönetilmesi, konunun incelenme alanlarını arttırmakta ve derinleştirmektedir. Bu amaçla çalışmada, öncelikli olarak küresel kamusal mal kavramı incelenmiştir. Bu tür malların sunumu ve ortaya çıkış nedenleri, uluslararası kuruluşların etkinliği açısından değerlendirilmiştir. Finansmanı ve etkin yönetimi konusunda devletlere, birliklere ve kuruluşlara düşen görevler açıklanmaya çalışılmıştır. Günümüzde ortaya çıkan sorunlara çözüm üretmekte yetersiz kalan ve diğer görevlerinin yanında kendilerine fonksiyon yüklenen uluslararası mevcut oluşumların yerine, sınıflandırılmış küresel kamusal mallar konusunda uzman uluslararası kuruluşların oluşturulması çözüm olarak örneklendirilmektedir. Oluşturulacak yeni ve bağımsız kurumların, mevcut uluslararası kuruluşlarca ve devletlerin hukuksal altyapılarınca desteklenip, çözüm süreçlerinin hızlanması sağlanabilecektir.
