ACTUAL ISSUES OF THE OPERATION OF THE LOCAL (MUNICIPAL) POLICE

Abstract
The article examines the conceptual approaches to the functioning of the local (municipal) police in contemporary realities in Ukrainian society, analyzes the main scientific research and practice of applying legislation in the field of protecting the rights, freedoms and legitimate interests of citizens, proposed scientifically relevant proposals in the chosen field. The analysis showed the need for legislative consolidation of the possibility of forming a local (municipal) police in the local government. Local (municipal) police will act as a professionally-specialized public service, provides assistance and services to citizens in the field of public order. The creation of a local (municipal) police requires a clear delineation of the competence between the state and local (municipal) police. The main focus of the local police should be preventive activities for misconduct against public order, as well as the provision of various social services to the public. Gradually, a new ideology of the existence and role of the police in the allotted territory should be introduced step by step as a body whose functions include, above all, maintaining public order and rendering assistance to the population. The formation of local (municipal) police as structural subdivisions of local self-government bodies is associated with the need to solve many complex tasks, starting with the regulatory and legal support of this process, organizational, technical, financial issues, etc.
