Analiza przemian jakościowych w zarządzaniu publicznym

Abstract
W opracowaniu zaprezentowano możliwości wykorzystania przemian jakościowych do analiz różnych podsystemów – składowych samorządu terytorialnego. Rozpoznanie otaczającej rzeczywistości, sprawności funkcjonowania samorządu oraz procesów zarządczych zostało podjęte z wykorzystaniem metodyki analizy przemian jakościowych. Przemiany jakościowe to dostrzegalne, określone czasowo zdarzenia, na które składa się wiele właściwości, charakterystyk, wyodrębnionych na podstawie obserwacji. Diagnozowanie samorządu terytorialnego to temat, który nie jest jeszcze dobrze opanowany pod względem metodologicznym. Dlatego wykorzystanie analizy przemian jakościowych może być przydatne dla wykorzystania wyników poznawczych w praktyce i dla doskonalenia tych organizacji.
