Analysis and assessment of land use in the city of Sari

Abstract

One of the important tools of planning in the context of land use is utilizing land use capitations which have fundamental role in preparing urban plans and the method of distribution and division of urban lands, but the set of studies and analyses that have been done in this context, show that the planning system of Iran's capitations are principally facing fundamental theoretical and practical difficulties, thus the collection of methods and techniques of determining urban capitations are either in loss of the concept of required land use planning and comprehensiveness or the needed defaults for the right usage of them in the urban plans of Iran, don’t exist. The use of urban lands and the way of distributing their location space is one of the most important applications in order to optimize the use of urban space, urban land use planning constitutes the main core of urban planning. Today, as a result of unplanned urbanism, lack of organization in the characteristics of urban land use has emerged. In order to improve urbanism quality, organizing the urban land use holds a lot of importance. In this article, the problems and shortcomings of each use are analyzed in both quantitative and qualitative manners, and in accordance with the geographical, economical and physical conditions of the city and according to sustainable development discussions, the debate of capitations and common standards in urbanism, and by utilizing Geographical Information system (GIS), the uses have been analyzed and assessed. The results of the analyses which have been done, are edited as the presentation of optimum situation for each use and also as overall suggestions and guidelines. Although there is a gap between this and the global standards, in this regard what can be effective in solving the problems are such as: variety of uses, an increase in the quality of uses performance, suitable access to them and distribution of service in the areas dependent on the cities.
