Analysis of Civil Liability in the Water and Wastewater Companies with Looking At Civil Liability of the Government at Iranian Law

Abstract
Responsibility of the government and public enterprises, including water and wastewater companies, no doubt one of the necessities of social life, So that this principle can be one of the major works of the rule of law and equality of all people before the law. At the most basic thoughts, after the passage of the government and praised his absolute immunity from damages, liability and blame the government accepted Government and civil liability founded on negligence theory, one of the oldest theories of civil liability is established, So may damage the product or clerical staff WWC personal guilt and self-blame damage to society clerical staff or the company. On a personal fault, an employee of his own company's obligation to make reparation administrative error responsible for water and sewage company in order to be and when damage is caused due to the fault of the person and clerical administrative rule solidarity, Both the employee and the company are obliged to make reparation. Responsibility for fulfilling the general conditions necessary for the realization of civic responsibility. In addition to the injury suffered and the employee's fault, it is necessary in its own sense.
