Analysis of the methods of the normalization of the specific consumption of heat and electric power in the institu-tions of the public sector.

Abstract
The article describes the real situation of normalization of specific consumption of fuel and energy resources by the institutions of the public sector of the Kharkiv region. Identified shortcomings from use of the calculation-analytical method for determining the norms. The example shows a mismatch of calculated values (obtained by the actual methods) to the actual values for a sufficiently long period of time. For example, in determining the norms of the specific consumption of thermal energy, the discrepancy is about 30%. Is shown the imperfection of the applied methods when calculating the norms of the specific consumption of electric energy by comparing them with each other and in comparison with the actual values for a sufficiently long period of time. An analysis of the factors that can explain the discrepancy was carried out. Is rai sed the question of professional competence of officials who are responsible for fuel and energy resources and the implementation of the corresponding calculations. Identified advisability of rework of methodological recommendations about normalization of specific consumption of fuel and energy resources for institu-tions and organizations of the public sector of Ukraine. In the context of determining the norms of specific electricity consumption per unit of the complex characteristic of the building, it is necessary to determine the average coefficients of utilization of equipment involved in the public sector, their publicity in official regulatory sources. In the context of the definition of the norms of specific heat consumption per unit of the complex ch aracteristic of the building, it is nec-essary to refine «KTM 204 Україна 244-94», namely introduction of correction coefficients that take into account indi-vidual technical characteristics of buildings and implemented energy-saving measures.
