Analyzing the Effect of Government Expenditure on the Index of Human Development in the regions using the Model of Spatial Panel Data

Abstract
Studying evolution of development ideas it is clear that the conceptual definitions of development has moved from the concept of growth-without considering human features toward human considerations. Development indexes along with development ideas had some achievements and has reached from economic growth index to stable development index and finally to the human development index. Since human development index is considered as an accepted and familiar index by international society of policy makers. This question is proposed as a main question that asks what the way to promote this index is. One of the main answers of this question is related to the role that government plays in economy, the subject that is the main purpose of this research.in this research we are looking for the role of government in promoting human development index in regional dimensions during 2002 to 2006. The hypothesis of this research is the positive role of government expenditure in increasing the level of human development index that using econometrics method of spatial panel data and provincial data we approved this hypothesis.
