Attracting Talent: Mobility Strategies of the Highly Skilled Personnel in Spain

Abstract

In the last decades, a huge effort focused on training of Spanish highly skilled personnel has been developed. Moreover, economic competitiveness and positive evolution of the science and innovation system have attracted foreign talent. This article focuses on strategies featuring by the highly skilled personnel in the national R&D and innovation system, as well as the adjustment of the mobility programs and legal normative applied to this collective. Although the advancement, the policies of attracting and retaining national and foreign talent are still insufficient because of rigid application on model of mobility focus on individuals and temporary strategies instead of flexible based on the people and strategies with different time-term.
