COMPARATIVE ANALYSIS OF THE ACTIVITY OF THE SPECIAL UNIT OF THE STATE BORDER GUARD SERVICE OF UKRAINE “MARINE SECURITY OF UKRAINE” WITH SIMILAR UNITS OF FOREIGN COUNTRIES

Abstract
The article deals about the activities of the Marine Security of Ukraine, the Coast Guard of the United States, Great Britain, Belgium and Canada, and also considered an example of France, where similar functions performed by the National Navy of France. Maritime security is a structural subdivision of the State Border Guard Service of Ukraine and consists of units of maritime security. Focused attention to the fact that in the advanced foreign countries the protection of the marine environment is provided by Coast Guard or similar division, but the protection of the marine environment is not included in the list of the main missions of the Maritime Safety of Ukraine. The US Coast Guard is a leading federal maritime law enforcement agency and the only agency with both powers and capabilities to enforce national and international law on the high seas, the outer continental shelf, as well as within the country from the United States exclusive economic zone and inland waters. The US Coast Guard law enforcement activities are considered: LMR and OLE, aimed at protecting marine resources, and ensuring compliance with the rules on marine resources in foreign fishing vessels. The UK Coast Guard is working to prevent loss of life on the coast and at sea, issues legislation and regulations on maritime issues, and provides seafarers with certification. UK Coast Guard provides 24-hour marine search and rescue services around the British coast, as well as international search and rescue through Her Majesty’s Coastguard. The measures taken to prevent pollution by the Coast Guard of Great Britain have been analyzed. Belgium’s Coast Guard is responsible for the coordination and cooperation between the relevant North Sea Administrations. With the resources of the coast guard partners, the Coast Guard Center provides operative coastal security activities. The Coast Guard Center consists of two services that work in close cooperation: the Marine Rescue Coordination Center (MRCC) in Ostend and the Maritime Information Center (MIC) in Zeebrugge. MRCC provides sea safety and security and coordinates rescue functions at sea. MIC ensures safety and security at sea and ensures compliance with the law at sea. The focus is on the fact that the Coast Guard of Belgium does not have its own resources, but can use the means of its various partners. Coast Guard Canada (CGC). Thanks to the Environmental Response Program, Canadian Coast Guard provides clearing of Canadian waters in the event of leakage of petroleum products or other pollutants caused by ships. According to Canadian legislation, polluters are responsible for the costs of cleaning spills, including costs associated with monitoring CGC or environmental management. The Canadian Coast Guard Environmental Response Program is explored. The French navy contributes to the defense strategy of France, guided by the Permanent Marine Security, which represents ¼ of the missions that use the navy, including all buildings and aircraft. The navy participates in the marine protection system, which includes: the fight against threats that can arise from the sea (terrorism, illegal drug trafficking, illegal traffic of migrants ...); protection of sovereignty and sovereign rights at sea; control of the risks associated with maritime activities (marine accidents, pollution, etc.) The activity of the Center of Coast Guard Operations of France was studied.
