Competition and cooperation of enterprises – dilemmas of cluster policy

Abstract
In terms of modern, global and knowledge-based economy positive effects of simultaneous cooperation and competition of enterprises in clusters to create their values are very important. An in-depth analysis of the effects of cooperation in clusters and increasing interest in these groups, provokes the debate over the shape and scope of clusters supporting policy. Despite the huge interest in this area, the term of cluster policy remains unrecognized. The purpose of this article is to take considerations of the goals, principles and role of the clusters supporting and promoting policy in the context of the effects of a simultaneous competition and cooperation among enterprises. There will be discussed some important issues concerning the clusters policy: the scope, shape and instruments of the policy, the role of public and research and development institutions in this area, the nature of the clusters supporting policy – should it be based on system management or should it be implemented on national or regional level? The analysis were based on the experience of the EU Member States in terms of the clusters supporting policy implementation.
