COMPETITIVENESS AS A BASIS OF REGIONAL DEVELOPMENT MANAGEMENT

Abstract
The study is based on dialectical approach and systematic analysis of the competitiveness of a region as a basis for its sustainable development; theory of competition and the theory of regional economic development; applied methodology of the system approach the complex analysis to the study of the dynamics and factors of regional competitiveness. The article summarizes the approaches to definition of region's competitiveness through its typology and factors of competitive advantages as the Foundation of its development; the different concepts and models of competition; the specificity of the region as a participant in a competitive relationship; characterized by market and non-market mechanisms and instruments of interaction between the elements of the region as a self-organizing system for the development. Substantiated scientific and methodological foundations of a new scientific direction – improvement of the system of management of socio-economic development of the region as a competitive entity of the national economy. The necessity of developing a new model of regional development that takes into account the modern world trends and the participation of all stakeholders of regional economic system (population – business – government). Developed methodological tools for the effective planning of regional development. The proposed approaches to development of strategy of increase of competitiveness of the region will allow you to take balanced management decisions to improve the business climate, rational distribution of regional resources to increase the level of welfare of the population and ensure sustainable development of the region through the creation of conditions of relative independence of regional development from changes in the external environment.
