CONCEPT AND THE MAIN PRINCIPLES OF ADMINISTRATIVE RESPONSIBILITY OF JUVENILES

Abstract
The article deals with measures of educational impact on juveniles who stumbled and committed an offense, as well as measures of administrative liability. From the scientific point of view, the general definition of administrative responsibility is highlighted on the basis of different points of view by the authors of legal literature and scientific publications. It is also considered scientifically substantiated reasonable differentiation, types of motivational behaviour of juveniles, features of the nature and manner of influence on the person of juveniles attracted to administrative or other responsibility. The peculiarities of the measures of influence on juveniles and the degree of responsibility are considered, and the individual responsibility should be considered, according to the authors of the article, as one of the principles of administrative law, which requires the further development of the provisions on the responsibility of juveniles, which differ some features of a certain age group, both personal and social character. A particular importance is attached to measures having an educational effect on a young person, on the correction and re-education of those minors who, due to various circumstances, went wrong and committed offenses. Such measures include, first of all, measures of responsibility, since legal responsibility as a law enforcement institution is primarily aimed at the use of coercive and educational influence on offenders and other persons, as well as on the prevention of offenses. The steady increase in juvenile delinquency induces legislators to seek new forms of influence through administrative sanctions against them. The interests of science and directly practical needs dictate the need to define the concept and general measures of administrative responsibility, scientifically justified appropriate differentiation, types of motivational behaviour of minors who are brought to administrative or other responsibility. Since the problem of bringing minors to administrative responsibility has certain features that should be reflected in the laws, scientific research in this area of social relations of young people is very relevant.
