Consequences of the entry into force of the Manila Amendments to the International Convention on the Training and Certification of Seafarers and Watchkeeping 1978 (STCW Convention) for Seamen of Ukraine

Abstract
The International Convention on Standards of Training, Certification and Watch keeping for Seafarers (STCW) was drafted by the International Maritime Organization (IMO) and opened for signature on 7 July 1978 in London. STCW is a multinational convention which sets qualifications and training standards for licensed masters, engineers and watchkeeping personnel serving aboard merchant vessels transiting beyond ‘near-coastal voyages’ (Regulation I/3). As of September 2010, there were 133 signatory-states to the STCW 1978 (1361 U.N.T.S. 2). The convention has two main amendments: the “1995 Amendments” and the “2010 Manila Amendments”. It is generally regarded that the Manila Amendments were critical to maintain training standards in accordance with the new technological and operational requirements that need new shipboard capabilities .These amendments entered into force as of January 1, 2012 but a transition period until 2017 was introduced when all seafarers must be trained and certified in compliance with the new standards. The article is devoted to the Manila amendments to the International Convention and the Code of Training and Certification of Seafarers and Watchkeeping (STCW) of 1978 and their impact on the work of Ukrainian seafarers, which, according to analysts, is the sixth among the countries providing maritime labor.
