DECENTRALIZATION PROCESSES IN UKRAINE AND LATVIA: COMPARATIVE STUDY

Abstract
The article is devoted to a comparative study of the characteristics of decentralization processes in Ukraine and Latvia. Ukraine and Latvia have common and distinctive features of the implementation of the decentralization of power. First of all voluntary and then forced formation of the united municipalities in Latvia during a long time are revealed in the article. The article also shows the Ukrainian local government reform, which has started with an uncompleted legal framework, but on the principle of voluntariness. In two years of reform in Ukraine about 17% of the combined communities were created.
