DETERMINATION OF POLITICAL ELITOGENEZ IN MODERN DEMOCRACIES

Abstract
The paper is systematically representated in social and humanitarian works of personal, political, legal, public-institutional, public-management and axiological factors of political elitogenez in terms of democratic regimes and outlined their common, though not always obvious, interdetermination, which also determines the quality of the state establishment. The origin parameters are described of the political class representatives; its possible impact on their degree of po-litical maturity is outlined. We consider the relationship between efficiency of political system and openness of political control; there are identified the following factors: the level of intellectual development of society and its citizenship. It was established that the latter is due to the state of political competence population and degree of civil society devel-opment, opened its determinants. Development factors of the law rule have been analyzed which significantly affects to the elitism indexes and politi-cal efficiency. It is obtained the factors of the system effectiveness of the political class recruitment and public control over its activities and the factors of the political system stability, which serves a necessary condition for political elito-genez. The role of political culture in the democratic political elito creations is revealed and its relationship with civil political culture is highlighted.
