ДЕТСКИЕ СПЕЦИАЛИЗИРОВАННЫЕ УЧРЕЖДЕНИЯ ЮЖНОГО КЫРГЫЗСТАНА: ПРОБЛЕМЫ И ПЕРСПЕКТИВЫ СОЦИАЛЬНО-ЭКОНОМИЧЕСКОГО РАЗВИТИЯ

Abstract
Work with homeless and neglected children and children with disabilities (CWD) gets its logical continuation in the phenomenon of children's homes and other specialized institutions. This article examines the problems that concern children who found themselves in a difficult life situation and as a result fell into these categories of specialized institutions for children. The characteristic features of certain difficulties that arise in working with underage children, the use of certain social and pedagogical technologies in the process are analyzed. The necessity of differentiation of various groups of children is revealed and justified. Based on the study, the authors suggest methods and examples of working with children who can not be held accountable for those factors of their unfavorable situation, for which state structures are responsible. Also, the authors give definitions of different types of specialized institutions, theoretically formulate their main characteristics. Particular attention is drawn to the existing problems in the activities of specialized children's institutions. Based on the analysis of the material studied, the main specific features of orphanages and boarding schools have been identified. Also, in the process of theoretical generalization, the stabilizing role of these institutions in the social sphere is determined. The article attempts to generalize the experience of children's homes and various specialized boarding schools located in the South of Kyrgyzstan.
