DEVELOPMENT AND IMPLEMENTATION OF THE UKRAINIAN STATE-OWNED BANKS STRATEGIES

Abstract
The article is dedicated to the strategic lines of development and their implementation for the domestic state-owned banks activities during the period of 2015-2018. The purpose of the study is to outline the peculiarities of strategic lines of development in domestic state-owned banks activities and the special features of their implementation in the current socio-economic situation in Ukraine. The paper considers five different strategies implemented in Ukraine during the period under study which are concerned with the functioning of the domestic state-owned banks. Also, the article analyses common and distinctive features of the two State Strategies adopted in 2016 (1st edition) and 2018 (2nd edition) “The Principles of the Ukrainian State Banking Sector Strategic Reform”. In addition, the key components and expected results of the existing state-owned banks strategies are determined, which are developed on the basis of the State Strategy (adopted in February 2018). When determining future vectors of their activities, Oshchadbank, Ukreximbank, PrivatBank, and Ukrgasbank try to move away from providing ordinary financial and loan services common on the market and avoid future competition between the state-owned banks. In particular, according to the updated strategy PrivatBank will focus their activities on the retail business; the activities of Oshchadbank will be aimed at small and medium business; Ukreximbank will concentrate on financing export-import activities of domestic enterprises; the activities of Ukrgasbank will be targeted at implementing the concept of “eco-banking” (i.e. the financial support of ecologically-friendly commercial projects). In conclusion, the research outlines potential issues related to the implementation of the State Strategy (adopted in February 2018).
