DIRECTIONS OF IMPROVEMENT OF THE STATE MECHANISM OF THE PROCESS OF COUNTERACTING THE DEVELOPMENT OF THE SHADOW ECONOMY IN UKRAINE

Abstract

A state mechanism of adjusting of processes of counteraction development of shadow economy is the important constituent of economic security of any country. To due to his effective functioning finansovo-ekonomichna firmness of the state is provided. It has been proved that the essential mechanism of the process of regulating the opposition to the development of a tiny economy should be the corresponding answer to the problem and the cyclical one. The fundamental principle of the governing mechanism of the process of counteracting the development of the tiny economy is the projection and forecasting, the calculation of financial penalties, norms and norms, norms, norms, resolutions, censuses, control, control, control. The best measure in the fight against the tin of economic property should be the amount of that capital, which was accrued to the moment of its announcement in the proceeding, if the funds were obtained not in the form of criminal acts or those that could be classified as teroric. Such actions must be in accordance with the law and regulations, which provide for the means, and must not be deprived of their dignity or responsibility, be brought to justice. Given the economic situation in the country, it is proposed to carry out an amnesty in two directions: firstly, official legalization of funds for three months for the willing, if they were not obtained by criminal means, with the payment of the tax at a differentiated rate depending on the amount of legalization (than more money is legalized, the lower the tax rate, which should stimulate people with such capital) from 15 % to 5 %; secondly, legalization of funds without paying taxes, but they should be directed in the form of investments guaranteed by the state in those sectors of the economy that require money from the state or investors. As an additional option, it is possible to pour funds into privately owned enterprises that are controlled by the state. Such investments must be guaranteed by the state.
