DISTRIBUTION OF PUBLIC PROCUREMENT AS AN INSTRUMENT OF FINANCIAL POLICY IN HIGHER EDUCATION

Abstract
Purpose. In the article, as a panacea for chronic underfunding of state higher education, it is used a conceptual method, that allows the state to simultaneously both the regulator of relations in the field of higher education and the customer of educational services to reach a compromise with suppliers. Methodology.The essence of the admission is to define for the institutions of higher education the minimum possible for the break-even nature of the supply of services, that they are obliged to sell to the state as a regulator. In own turn the state as a customer undertakes to share responsibility with higher education institutions through the purchase of a part of the services subject to the sale of the minimum volume. Results. Given reception allows achieving the unity of regulatory and commercial components in the state's activities in the field of higher education.
