Abstract
The article examines the preconditions that have contributed to reform the system of juvenile justice. The scientific discoveries in criminology, biology, sociology, psychology and pedagogy have been analyzed, which have changed the methods and priorities in the legal relationship towards minors and as a result have been reflected in the creation of juvenile justice system
