E-Government as an innovation in the concept of Public Governance

Abstract
The aim of this study is to demonstrate the issues of e-Government in the context of innovation. The scope of the article covers the possibility to provide services by electronic means and the aspect of the openness of public information electronic access to the offices of the cities and their rights within the counties of the State of Silesia. Presented examples are a manifestation of the implementation of the principle of transparency, as an integral part of the concept of Public Governance (PG), which refers both to The New Public Management (NPM), and The New Governance (NG). The article assumes that the municipal offices of the Silesia Region implement innovation through the use of information and communication technologies (ICT) to enable the provision of services by electronic means, and openness to electronically accessing the public information bulletin. This study was carried out in 2010. The results were obtained on the basis of a questionnaire prepared by the research. According to this questionnaire, one conducted an assessment of the Internet resources covering the official party offices and their public information bulletins. It was a quantitative study. In the study, one used the test method of these documents by treating Internet resources as a source of information about the test organizations.
