Pour avoir une réponse éducationnelle aux grands essais du III-iéme millénaire, l`article suggère un programme projet destiné pour l`instruction de la population en quelques catégories de la région de Nord-Est dans l`esprit d`un comportement en concordance avec l`environnement. Un argument consiste dans la faisabilité du projet suggéré.
