EFFECTIVENESS OF RAILWAY COMPANIES: SYSTEM-SYNERGETIC APPROACH

Abstract
Structural shifts in the values of scientific knowledge , morals and ideals of the society, the growth of the human role in the system of socio- economic life of the joint-tualiziruyut systemically synergistic hike in research processes of the modern world. In this paper, the author set the goal to form the basic position systemically synergistic approach as a methodological basis of research on the effectiveness of modern socio- economic system. Methodology of complex self-organizing systems can comprehend the problem of interdisciplinary communication in modern science, it becomes extremely important in the modern scientific debate. In conclusion, the following methodological guidelines allocated synergistic approach in the study of the effectiveness of the development of railway transport enterprise : 1) interpretation of disequilibrium and instability, as important sources of complex economic dynamics; 2) analysis of open economic systems , self-organizing and self-evolving as based on combinatorial factors of production, mergers, acquisitions, cooperation, specialization; 3) acceptance of alternative and irreversibility of economic development; 4) determinism and randomness, as components of the socio-economic dynamics; 5) the possibility of forming both chaotic and ordered structure, which ensures self-development system, generating innovation, expanding the range of opportunities public Choice; 6) consideration of chaos as the "positive" effects, which expands economic forecasting and allows you to create an effective early warning system to discover new quality forecasting; 7) justification effective managerial influence on the economic system, could lead to qualitative changes; 8) the ability to self-substitutability to assess the effectiveness of the system. Thus, the new realities of economic life and the factors that determine the nature, pace, direction of development of enterprises rail transport, provide a basis for making proposals for the use of a new approach to study the effectiveness of their development, which is not orientable on savings stabilization, increased production, and synergistic development through activation factors and the direction of them to create breakthrough technologies and innovation, the development of new markets.
