Entrepreneurship Approach In Strategic Plans of Metropolitan Municipalities: A Comparative Investigation on Mugla and Bursa Metropolitan Municipalities

Abstract
Nowadays, the acceleration of change and transformation due to the globalization movements affects public organizations as well as private organizations. Plus, the traditional management techniques are inadequate against the diversified human needs since the 21st century, which has paved the way for the creation of new approaches. Both in Turkey in the world as well as New Public Management (NPM) to be adopted with the beginning of understanding, especially in the field of entrepreneurship and the development of human resources in public administration have taken important steps. One of the benefits of these developments have been strategic management approach. According to this approach, thus, strategic management is the system of disciplined efforts and initiatives carried out by analyzing the actions that an organization will carry out in order to realize its future targets and why it performs these actions. Depending on the management approach has been adopted in Turkey, especially in the strategic planning process from the beginning of the 2000s, however, and that local governments more effective, efficient and well-known possibility to make permanent plans. Strategic plans for local governments which increasing the quality of human resources, identify future initiatives fields, critical to meet the demands and expectations of citizens in the face of scarce resources of local governments, , to develop management techniques and to achieve the desired final results. In Turkey where is the legal basis for the strategic planning 5018 Public Financial Management and Control Law, Municipality Law No. 5393 and 5216 Metropolitan Municipality Law are referred to the obligation to prepare strategic plans of local government bodies is addressed. In this context for the purpose of this study; to analysis of the strategic plan prepared by Mugla and Bursa Metropolitan Municipalities constitutes. What’s more, the main factors (mission, vision, quality Policy and main values, strategic objectives) of the metropolitan municipalities included in the recent strategic plans (2015-2019) will be examined and the findings will be evaluated in terms of their relationships.
