Abstract
The article describes intergovernmental relations in Ukraine. Analyzed the volume of the equalization grant and subjects of interbudgetary relations. Investigated that the horizontal alignment involves the division of local budgets into three groups: budgets that can receive a basic grant, local budgets, for which there is no implementation of the alignment of local budgets, which are provided with reverse subsidy.
