EU SOCIAL POLICY: EFFECTIVE EXPERIENCE FOR UKRAINE

Abstract

The main tendencies and results of social policy realization in the European Union countries which could be considered as useful experience for Ukraine on the way of sustainable development have been determined. It has been established that the experience of post-communist transformations in the countries of Central and Eastern Europe is of particular interest to Ukraine. It has been determined that most of the countries of this region have made significant progress in a short-term period, their population has been actively involved in transformational processes, which has helped to quickly implement mature market economies in these countries, thus avoiding disastrous models of bureaucratic, oligarchic or criminal capitalism. It has been proved that changes in the social policy approaches that ensure the sustainable development conditions are laid down in the sustainable development strategy, based on the market competition ideas, the state regulatory role, and the liberal socially oriented market economy through the expansion of employment and the promotion of unemployment reduction. It has been clarified that the main principles, priorities and tools of the Sustainable Development Concept implementation, have led to the numerous strategies evolvement aimed at providing life for future generations. Taking into account that in the countries of the European Union the Strategy for Sustainable Development has already been adopted, it has been stated that it is based on the following priority tasks fulfillment as: financial support for maintaining stable production and high consumption; observance of social equality guarantees; stimulation of environment pollution reduction; landscapes and non-renewable natural resources protection organization; biodiversity conservation. Consequently, it has been determined that conceptually social efficiency is to continuously improve the quality of population life by establishing a balance between economic efficiency and social justice. A mutually acceptable compromise between the need for economic growth and social costs can be the achievement of a balance of costs with the use of tax and fiscal system management tools in the context of the employment policy implementation in order to attract citizens to engage in the process of creating social goods in market conditions.
