EVOLUTION OF INSTITUTIONAL FORMS AND PRACTICES OF SELF-GOVERNMENT IN VOLYN CITIES IN THE 19TH AND 20TH CENTURIES

Abstract

The analysis of the legislative and normative basis for the functioning of self-government in the cities of Volyn during the stay of its territories within the Russian Empire, the Second Commonwealth and the Soviet Union has been carried out. The City Regulations of 1870 and 1892, a number of legal acts of the Second Commonwealth, the content of the Soviet constitutions of 1936, 1977, and changes to it in subsequent years in terms of the principles of organization and activities of local self-government have been considered. The attention has been paid to the status of institutions of local self-government: pub¬lic – state, their structure and functions, peculiarities of administration, depending on the social system and the political regime. The specifics of the local self-government introduction on the territory of Volyn in the context of the political realities of that time has been proved. Despite the changes conditioned to the objective needs of time, the main principles and forms of organization of local self-government have maintained their continuity and practical significance. These are the principles of election, collegiality, accountability, the division of local self-government into rep-resentative, administrative and executive departments, etc.
