FORESIGHT-DRIVEN PENTAGONAL HELIX MODEL OF INNOVATION

Abstract
This paper presents the Pentagonal Helix Model, a novel foresight-led framework for enhancing research commercialisation by integrating five key innovation system actors: academia, industry, government, civil society, and an AI & data ecosystem. Central to this model is a dedicated foresight core that aligns long-term strategic planning with innovation activities. I empirically validate the model through an econometric analysis of 40 countries, demonstrating that foresight capabilities significantly increase patenting and high-technology export performance beyond traditional R&D and academic outputs. Findings underscore the critical role of anticipatory governance in bridging the "valley of death" in technology transfer. The paper concludes with policy recommendations for embedding foresight in national innovation systems to accelerate sustainable technology commercialisation.
