FORMATION OF RURAL DEVELOPMENT BASED ON ENTREPRENEURSHIP, SELF AND PUBLIC ADMINISTRATION

Abstract
Creating favorable conditions for the development of rural areas is one of the main tasks of the state administration, it requires constant improvement of management and coordination functions of the joint actions of the local executive bodies and local authorities on the implementation of the state policy in the field of entrepreneurship at all hierarchical levels. Entrepreneurship is the foundation of economic development to solve social problems, to overcome poverty and ensure a high level of citizens' lives. Therefore, the question of creating the conditions for the responsibility to the state, social-oriented, aimed at addressing both current and long-term business objectives always belonged to the priority. Constraining factors in the further development of agribusiness is the presence of state-level problems with natural continuation of problems in local levels. There were generalized and systematized modern theoretical propositions on the development of the agricultural business. The role of the agricultural business in the economic development of the region were analized.
