Abstract
Тhe article researches legislative flaws in the formation of executive committees of rural and settlement territorial communities. Author analyzes the necessary initiatives for the practical regulation of legal status, formation, personal composition, prerequisites for the proper functioning of the executive bodies of local self-government – the executive committees of rural, settlement, city councils.
