FORMATION OF THE STRATEGY OF RESOURCE SAVING AT ENTERPRISES OF RAILWAY TRANSPORT

Abstract

The article investigates the substantial characteristics of the economic category “strategy of resource saving” at the enterprise level and provides the author's interpretation of this concept for the enterprises of railway transport. Under the strategy of resource saving at the enterprises of railway transport it is proposed to understand hierarchically constructed and coordinated with other functional strategies action plan, which is based on the definition of directions and goals of resource saving, the construction of strategic alternatives and their choice, introduced a set of principles, methods and measures of resource saving, which allow to obtain internal and external socio-economic effects. It is determined that the strategic approach in resource saving management in modern conditions of management is focused on the development of competencies in the field of resource saving and their active use in the production, economic and commercial activities of enterprises. It is concluded that entrepreneurial activity contributes to the transformation of resource-saving activities into a factor of profitability and competitiveness. The competence-entrepreneurial approach to the formation of resource-saving strategy at the enterprises of railway transport is proposed. It is concluded that the practical implementation of the developed strategy of resource saving at the enterprises of the railway industry requires the creation of an appropriate organizational mechanism for managing the processes of resource saving. In the conditions of shortage of financial resources, bureaucratization of the administrative apparatus, it is advisable to” embed “in the existing organizational structures of the resource saving management bodies by delegating the relevant functions of a number of units and services public company” Ukrzaliznytsia « and its regional branches and their structural units. The significant impact of the innovative resource-saving activity on ensuring competitiveness and sustainable development of railway enterprises demonstrates the prospect of using strategic management tools for resource-saving activities. An analysis of the views of scientists and the disclosure of the specifics of the railway industry made it possible to understand the resource conservation strategy of railway transport enterprises as the plan of actions, hierarchically constructed and coordinated with other functional strategies, which is based on the definition of the directions and goals of resource conservation, the construction of strategic alternatives and their choice, the implementation of a set of principles, methods, and measures of resource conservation, which allow obtaining internal and external socio-economic effects. In order to ensure the effectiveness of strategic management of resource-saving activities at the enterprises of the railway industry in modern economic conditions, a competence-entrepreneurial approach to the formation of a resource-saving strategy is proposed, which focuses on the development of competences in the sphere of resource conservation and activation of entrepreneurial activity in this direction.
