Funkcjonowanie izb wytrzeźwień w Polsce

Abstract
Autorka przedstawia historię funkcjonowania izb wytrzeźwień w Polsce korzystając z literatury przedmiotu. Izby wytrzeźwień powstały w latach 50. w Polsce i w Czechosłowacji i do dziś nie mają odpowiednika w krajach zachodnich. Obecnie spełniają rolę medyczno-opiekuńczą. Autor omawia raporty dotyczące sytuacji w izbach wytrzeźwień – szczególnie pod kątem przestrzegania praw człowieka m.in. braku w Polsce sądowej kontroli legalności zatrzymań. Przedstawiono również wnioski płynące z własnych obserwacji poczynionych w czasie wizyty w jednej z placówek. Artykuł zawiera również dane statystyczne dotyczące liczby izb wytrzeźwień oraz liczby ich klientów zebrane z dwóch źródeł: Komendy Głównej Policji oraz Stowarzyszenia Dyrektorów oraz Głównych Księgowych Izb Wytrzeźwień. W roku 2001 w 53 izbach zatrzymano do wytrzeźwienia około 250 tys. osób.
