GEOGRAPHIC AND SOCIO-ECONOMIC FACTORS OF DETERMINATION OF RETENTAL CRIME IN THE FRONT-MORES REGION OF UKRAINE

Abstract

The article presents the results of a criminological study of the determination of recurrent crime in the Black Sea region of Ukraine. It is noted that the study of the determination of crime is an important element in the knowledge of the qualities of any type of crime, including recurrent crime in the Black Sea region of Ukraine. It is suggested that objective information about the set of elements forming the system of local factors of recidivism in the region makes it possible to better organize the practice of its counteraction. The factors that influence the recurrent crime in the region are summarized. The specificity of the influence of geographic and socioeconomic factors that determine the regional peculiarities of crime in Odessa, Mykolaiv and Kherson regions is investigated. A differentiated approach to crime prevention is proposed taking into account regional factors that exert pressure on the crime situation in the Black Sea region. It is grounded that recurrent crime and its regional features in the Black Sea regions determine specific sets of factors of the general social and special-criminological nature, namely: geographical, social, economic, demographic, cultural and educational factors. At the special-crime level, recidivism in the Black Sea region of Ukraine is conditioned by: a high concentration of institutions for the execution of criminal penalties in the form of deprivation of liberty, higher than the neighboring regions of the psychology of the population of these territories in prison ideology; significant level of unemployment; the level of consumption of alcohol, drugs and psychotropic substances is considerably higher than in neighboring areas. The rehabilitation of recidivism in the Odessa, Mykolaiv and Kherson regions greatly intensifies the negative changes in the state of «primary crime», juvenile delinquency, weak control over the activities of criminal gangs in the area of smuggling, drug trafficking and psychotropic substances, the region's richness in weapons and negative migration processes.
