Good Governance Versus Good Government in Local Government in Hungary

Abstract
The main objective of this study is to analyze and point out the most important institutional and financials frameworks, which allow the examination of the Hungarian self-government system as the element of the system of government. The study makes an attempt to present the direction of the development of the Hungarian local government system in terms of centralisation vs. decentralisation and also of the paradigm of good governance after the regime change. This analysis is mainly based on an institution-centred approach, in other words the final conclusions of my study are founded on the analysis of the amendments of the legal and financial regulations concerning the local governments. The aim of this study is to present the above mentioned topic through the changing of the Hungarian self-government system. For this, first, the study is introduced by a theoretical framework and its adaptation in Hungary. Subsequently, my study, based substantially on Hungarian scientific literature and statistical data, tries to provide a short overview of the specific nature of the Hungarian self-government system. My study gives also a summary of the main elements of the changes implemented after 2010. In this case, my study does not follow especially the provisions of the different laws (legislations, dispositions), but privileges the content. Finally, based on the above mentioned elements, my study makes an assessment of the direction and the content of the changes based on political science criterion.
