Grounds for establishing probationary period of civil servants during the civil service: doctrinal interpretation of applicable law

Abstract
The article deals with the issue of the soundness of the trial period for state employees during a promotion in state service in part relevancy actions of management of public administration management for its determining during military service. It was determined that the civil service and promotions are different stages of service, so it was being set various conditions for restrictions, prohibitions, prescriptions in their application. Found that probationary period in acceptance on state service is a legal requirement and therefore is binding for doing, but the requirements of setting during the probationary period should be recognized as not meeting the requirements of current legislation, because it is not provided.
