Grupy Bojowe Unii Europejskiej. Istota, bilans funkcjonowania, perspektywy European Union Battlegroups. The essence, functioning, perspectives

Abstract
PL W artykule przedstawiono rolę, jaką odgrywają Grupy Bojowe Unii Europejskiej (GB UE) w ramach Wspólnej Polityki Bezpieczeństwa i Obrony. Minęło dwanaście lat od uzyskania przez te formacje pełnej gotowości bojowej, co okazuje się wystarczającym czasem na refleksję, czy formuła grup bojowych jest adekwatna do współczesnych zagrożeń i spełnia oczekiwania państw, które je tworzą. W szczególności analizie poddano genezę powstania GB UE (w odniesieniu do prób budowania europejskich sił militarnych zapoczątkowanych w latach 50. ubiegłego wieku), ich zadania wraz z przewidywanymi scenariuszami działań, strukturę oraz proces formownia i szkolenia. Ponadto porównano stanowiska poszczególnych państw europejskich, w tym Polski, wobec projektu grup bojowych i ich dotychczasowe zaangażowanie w budowanie zdolności sił. EN The article outlines the role that European Union Battlegroups (EU BG) play in The Common Security and Defence Policy. Twelve years after gaining by them the full operational capacity is convenient time for analysing whether the concept of battlegroups is adequate to contemporary threats and if it meets expectations of the countries that contribute to them. The article analyses in particular the origins of the EU BG concept (in regards to efforts to create European military forces dating back to 1950s), their tasks together with predictable actions scenarios, their structure and the process of forming and training. Furthermore, the positions of several European states have been compared, as well as their hitherto contribution to building the capacity of forces.
