Historical development of the system of legal regulation of covert investigative (search) actions

Abstract
On the basis of recent research and publications the author has clarified the evolution and names of periods of historical development of legal regulation of covert investigative (search) actions. They’re as follows: 1) regulation with secret (ministerial) rules; 2) regulation with public rules , or the stage of proceeding of covert investigative (search) actions; 3) regulation of the system of covert investigative (search) actions regarding international rules in human right protection. The author has defined trends of development of present stage of legal regulation of covert investigative (search) actions, such as: implementation of international standards in the area of covert investigative (search) actions, participation of international experts in elaboration of ap-propriate national legislation; regarding the practice of international court institutions especially the European Court of Human Rights to conduct covert investigative (search) actions and use their results; special legal regulation of procedural fixing of results of covert investigative (search) actions, conducted abroad; special legal regulation of the order of conducting covert in-vestigative (search) actions by foreign law-enforcement bodies in Ukraine.
