IMPLEMENTATION OF SHADOW ECONOMY SECTOR'S ESTIMATIONS IN SYSTEM OF NATIONAL ACCOUNTS: HISTORICAL ASPECT

Abstract
In the article the historical process of implementation of shadow economy sector's estimates in the System of National Accounts (SNA) is studied. By the results of this research the main stages of this process are analyzed and characterized. According to this study four basic periods of implementation shadow economy sector's estimates in SNA are defined. The first period covers 1968 – 1993 and is characterized by indirect integration of shadow economy sector's sizes in macroeconomic indicators. The second period – 1993 – 2002 – can be described by active development of theoretical and methodical basis of coverage of shadow economy sector by SNA. The third period – 2002 – 2008 is the stage of implementation of developments made in previous period in countries' practice. The fourth period – 2008 – nowadays – is characterized by improvement of existing theoretical and methodical instrument of statistical assessment of shadow economy sector's sizes within the framework of SNA. On the basis of this research we can make a conclusion that despite on the significant progress in implementation shadow economy sector's estimates in SNA many problems remained unresolved: harmonization of statistical assessment of shadow economy sector worldwide, practicability of integration illegal activity's estimates in macroeconomic indicators, etc.
