IMPROVEMENT PARTNERSHIP PUBLIC AND NON- PUBLIC SECTOR IN THE PROVISION OF SOCIAL SERVICES

Abstract

The article is devoted to the cooperation of the public sector in solving social problems, with non-governmental organizations, or as they are called a «third» sector, which is primarily due to the processes that are taking place in recent years in Ukraine. First of all, this crisis, which have a negative impact both on the economy and the social sphere; Secondly, the imperfection of the legislation regulating the legal activities of public organizations in the social protection system. At present, these problems are exacerbated and amplified through the annexation of the Crimea and the military operations in the east of Ukraine with the emergence of new prob-lems in adapting temporarily internally displaced persons, rehabilitation of participants in anti-terrorist operations. Unfortunately, the state does not have the financial capacity to reach everyone in need and most in need of assistance. For the purpose of this work is to study and theoretical justification for the values of public organizations in addressing issues of social protection of the popula-tion in Ukraine in terms of providing social services to vulnerable people with home-based care, and temporary or permanent resi-dence, provide recommendations for further ways to improve cooperation in this area of the state and non-state sectors. Analysis of international experience confirms that the private sector is quite able to take over some functions of the state to provide social ser-vices at the local level. However, examination of the main problems of non-state providers of social services development in Ukraine indicates a significant conflict in the legislation that need to be addressed, as this requires a way of reforming the system of social services, which is Ukraine.
