INDICATORS FOR ASSESSMENT OF REGIONAL ECONOMIC RELATIONS BASED ON SOCIAL DIALOGUE IN THE UKRAINIAN DONBASS

Abstract
Purpose. Formation and justification of the system for assessing economic relations on the basis of social dialogue, relevant for conditions of regional development of Ukraine territories, including Luhansk region, taking into account generally available official statistical information. Methodology of research. To achieve the goal in the research process, the following methods have been applied: theoretical generalization and comparison (for disclosure of the essence, comparison of existing approaches and methods for assessing the system of economic relations in the region); abstract-logical (for determining the basic principles of the proposed approach to assessing the economic relations of the region on the basis of social dialogue); statistical analysis and synthesis (when studying the influence of individual indicators of economic activity on the state and prospects of the development of the economic relations system of the Luhansk region). Findings. It is determined that in most cases two approaches are used to assess the economic relations of the region: only economic indicators or indicators of sustainable development, but they are not unified; not all of the proposed indicators are recorded in national statistical offices. As a result, a set of indicators available from official statistics was proposed, it is characterizing the state of the region's economic relations based on social dialogue. Based on the proposed indicators, it was done a qualitative assessment of Luhansk region economic relations based on social dialogue. Originality. A new approach for assessment of the regional economic relations system based on social dialogue is substantiated. It is presupposes the existence of indicators that directly or indirectly characterize the degree of interests satisfaction for main participants in economic relations: government bodies, business and population representatives. Practical value. The proposed set of indicators for assessment the regional system of economic relations on the basis of social dialogue is formed on the basis of publicly available statistics and can be used for all regions with the subsequent possibility of conducting comparative analysis and drawing up a rating for all regions of Ukraine.
