Information and analytical support of the National police activity: theoretical and practical approach

Abstract
The article analyzes the concept of information-analytical activity in general and in the context of police activity, the essence and significance of such activity in the prevention and counteraction of crime is determined. На підставі окреслення поняття інформаційно-аналітичної діяльності загалом та в контексті специфічної діяльності поліції, а також з’ясування сутності відповідної діяльності, дослідження функціонування інформаційно-аналітичного блоку поліції України з практичної точки зору автором аргументовано такі висновки: 1. Інформаційно-аналітичною діяльністю поліції є пошук, внесення, обробка, аналіз та зберігання інформації (створення баз даних), або інформаційно-аналітична робота, основною метою якої є опрацювання даних про злочини, їх зберігання з метою окреслення тенденцій злочинності, а також інформаційної допомоги в розкритті вже вчинених злочинів. 2. Інформаційно-аналітичне забезпечення поліцейської діяльності в сучасному інформа-ційному світі відіграє надзвичайно важливу роль у розкритті та попередженні злочинності. Інфор-маційна діяльність поліції перебуває у тісному та безперервному зв’язку із аналітичною, оскільки будь-яка отримана важлива інформація стає предметом аналітичних процесів, завдяки яким остання доповнюється, трансформується та об’єктивізується. Разом із тим на сьогоднішній день в Україні інформаційно-аналітична діяльність поліції та Міністерства внутрішніх справ загалом сконцен-трована на створенні нових та вдосконаленні діючих баз (банків) даних, що в подальшому сприя-тиме більш ефективному розкриттю злочинів, пошуку злочинців, можливості прогнозувати вчи-нення тих чи інших злочинів. 3. Функціонування інформаційних баз даних започатковано в системі Національної поліції України зокрема та Міністерства внутрішніх справ у цілому, але вбачаючи все нові й нові виклики, потребує постійного вдосконалення та оновлення, пошуку нових, більш раціональних способів сис-тематизації даних з метою сприяння діяльності поліції із запобігання та розкриття злочинів.
