INNOVATION MANAGEMENT AT THE STAGE OF MODERNIZATION OF ECONOMY OF UKRAINE: PROBLEMS OF CORRELATION OF STATE AND MARKET FACTORS

Abstract
The problems of innovation management in the economic sphere of the country, the state and market components of innovation management, the conditions of successful activity of the state and business in the modernization of the entire economic system of Ukrainian society; revealed that in the context of globalization in the world economy is dominated by the neoliberal doctrine, according to which effective in innovation are market factors, but gradually increasing and the opposite trend, the essence of which is to limit the impact of globalization and protect the national interests of individual States.; it is noted that modern successful countries are beginning to attract more government regulation mechanisms of innovation processes in economic activity both in domestic and foreign markets. The author highlights the contradiction between state and market methods of economic management, which has worsened in the global space, it is a manifestation of contradictions within national economies: in some of them the practice of market management prevails, in others – the priority is the state management. Attention is paid to the main problem of innovation management in the economic sphere in Ukraine - to achieve an optimal balance between the state and the market. It is noted that radical changes in the modernization of the entire economic sphere in Ukraine are possible under the condition of extensive use of the experience of reforming countries that have risen from the state of backward to the level of world leaders. These countries were able to optimize the interaction of state institutions and the market in the process of modernization of the economic sphere, to combine modern state management and advanced market technologies and on this basis to increase the level of commercialization of society. It is noted that the most important condition for the innovative development of Ukraine is the strengthening and development of the Ukrainian state, its power institutions, the further formation of the Ukrainian nation, liberalization and active promotion of small and medium-sized businesses, ridding the economy of oligarchic influence, the development of various forms of public-private partnership.
