Innovative development of the agricultural sector as an instrument for the provision of economic security

Abstract
The article is devoted to the research of issues of innovative development of the agrarian sector as one of the main tools for ensuring the country's economic security. The purpose of the article is to study one of the most progressive methodologies of the information-analytical system of monitoring the innovative development of the agrarian sector, which today is considered as foresight as a tool for ensuring economic security. Scientific novelty. The mechanism, which organizationally and functionally provides interaction of authorized state authorities with other market institutions and the public, is proposed, as well as proposals for institutional support for monitoring of innovation development and economic security of the agrarian sector. The substantiated proposals on the use of the foresight approach as a special methodology of long-term forecasting have been developed and the organizational-institutional construct of foresight placement has been developed, which will facilitate the identification of segments in forecasting the provision of economic security of the agrarian sector. Also, the possible effects of foresight in ensuring the economic security of the agrarian sector on the basis of its innovative development are given. Conclusions. Today, an important moment in the development of the agrarian sector is the urgency of creating an information monitoring system to ensure the economic security of the agrarian sector under the conditions of innovative development of the agrarian sector. Formation and use of the institutional system and methods of foresight in the field of innovative development of the agrarian sector and its economic security is possible, feasible and realistic in the context of recognizing the agrarian sector as a locomotive of the national economy, and innovation is the key to safe, sustainable economic development. In the general sense, we propose to consider forsight as a system of complex methods of expert estimation of long-term prospects for innovative development of the agrarian sector, identification of technological breakthroughs that provide a positive impact on the national economy and an appropriate level of economic security. Implementation of foresight methodology for the implementation of information-analytical monitoring of the economic security of the agrarian sector and its innovative development will make it possible to implement approaches to their forecasting in the most progressive plan. Therefore, we emphasize the construction of the design of the foresight methodology in the conceptual positioning of the specified forecasting system in relation to such a specific model as ensuring the economic security of the agrarian sector on the basis of its innovative development.
