INNOVATIVE MANAGEMENT OF LOCAL BUDGETS IN UKRAINE

Abstract
The article investigates the implementation of innovative management of local budgets in Ukraine. The author presents an analysis of the use of program-target method of budget planning in the management of local budgets, identifies advantages and disadvantages, and describes the role of strategic planning of regional development as a method of using local budgets. Also, the author analyzes the implementation of the latest method of participatory management of local budgets as a tool of direct democracy in the management of municipal budgets.
