INNOVATIVE WAY TO THE UNIVERSITY OF RESEARCH TYPE

Abstract
Purpose. The aim of the article is to evaluate the existing domestic system and foreign experience in the formation, transfer and commercialization of innovative technologies and substantiation of the mechanism for the transition of modern domestic universities to research universities of the world standard. Methodology of research. The dialectical method of cognition and the systematic approach in the study of scientific works of domestic and foreign scholars became the theoretical and methodological basis of research. General scientific and special methods of cognition are the basis of research. The following methods are used in the process of the research: the system analysis, methods of induction and deduction, monographic and theoretical generalization, – in the study of scientific sources, the study of legislative and other normative and legal acts; methods of causation, statistical analysis, structuring and logical generalizations – in generalizing external and internal restraining factors of the effective functioning of universities and in substantiating the strategy of the innovative way to a university of research type. Findings. It was revealed that innovation activity in Ukraine is characterized by significant scientific and technological potential, but low indicators of innovation activity, which are connected with insufficient number of research centers and research universities of world class and low level of demand for results of their intellectual activity. The external and internal restraining factors of effective functioning of universities are revealed. It is established that one of the important tasks of modern universities is the successful combination of educational, scientific and economic activities in order to ensure their stable functioning. It is substantiated that the research university is the most modern form of integration of education and science, the combination and complementarily of the educational process and fundamental research. Its main principles are: integration of scientific research and educational activities, implementation of scientific research at the world level. The main stages of the innovative way of Podilskyi State Agrotechnical University to the university of research type are defined: a) to create a structural unit at the university – the Innovation Center “HAB – Podillia” as a creative space for regional, interregional, trans-border cooperation; b) to organize internal technological platforms of innovation development of the main branches of the national economy on the basis of specialized departments at the university; c) to form a public association of innovative active scientists, researchers, managers and specialists of territorial communities, enterprises, organizations, students and masters, as well innovative enterprises as basic, to participate in the activities of technological platforms at the university; d) to create basic innovative enterprises in the context of the main branches of agriculture and product sub-complexes and to create sectoral consortia of organic production for the organization of cross-border cooperation on their basis; e) to organize the basic united territorial communities in which to create biotechnological and energy co-operatives for the implementation of innovative waste-free production projects, the market of bio-humus and bio-fuels; h) to create a Technology Transfer Center (TTC) on the basis of the university with a network of office departments in the united territorial communities. Also, it is defines to organize bank of ideas, innovations and innovative projects in the structure of TTC. Originality. The comprehensive approach to the substantiation of the innovative way of the Podilskyi State Agrotechnical University to the University of Research Type is used. Practical value. The obtained results of the study will contribute to the innovative development of domestic higher education institutions and the convergence of their activities to European standards.
