INTERNAL AND DELEGATED AUTHORITIES OF LOCAL GOVERNMENTS WITHIN THE LEGISLATIONOF UKRAINE AND POLAND

Abstract
The article researches the distribution of authorities into internal and delegated in the process of execution of public activity by local governments of Ukraine and Poland. It is determined that Polish legislator defined the majority of tasks of local governments as internal, setting forth the possibility of delegation of tasks to self-governed local units on the basis of separated laws or by conclusion of agreements. The list of delegated authorities in Ukrainian legislation on local governments exceeds the number of internal which fails to comply to the process of decentralization of power.
