International and Domestic Experience of Support for the Disadvantaged Regions

Abstract
The article analyzes the regional policy of support for the socio-economic development of the regions in the European Union countries and in Ukraine, as well as the role of State regulation of the regional development. The basic principles of formating of the regional policy in the EU countries as well as the tools for implementation of the regional policy to address the specific problems of development of the regions were defined. An evaluation of the experience of the EU countries and of the possibility of its adaptation, in this case, to the Ukrainian circumstances, was carried out. Of importance are not only the specific details, as for example, tax schemes, criteria for leveling-off, approaches to identify the disadvantaged regions, which are determined individually in each country, but also the overall ideological framework of the regional policy, so that the conceptual mistakes be avoided. It can be stated in general, that the regional policy in the EU has a priority focus on narrowing the gap between socio-economic indicators regarding the development of different countries and their regions. Priority is given to supporting and stimulating the development of the problematic or depressed territories. In the formation of the regional policy the main issue remains the identification of the problem areas requiring support and assistance, and demanding for submitting of financial resources. On the basis of the study, it may be noted that at the present stage in Ukraine has already developed a legal framework regulating the development of regions, but yet there is not a normative and legal field that would have settled the monitoring of the territorial development, and there are no sufficient tools to ensure uniform development of the territories of Ukraine.
