Investing in the Future: An Analysis of Kocaeli Metropolitan Municipality Youth Policies through the Experiences of Kocaeli University Students

Abstract
As the closest service units to the public, local governments are public administration units that can directly interact with the people. Local governments, which have very different organizational forms worldwide, are widely known as municipalities in Turkey. According to the Metropolitan Municipality Law No. 5216, metropolitan municipalities that meet the criteria can produce various public goods and services and develop policies throughout that province. These policies can cover a wide range of areas from employment to health. Youth policies are also among the public policies implemented by metropolitan municipalities. These policies, which can be defined as redistributive policies in the light of public policy literature, focus on providing solutions to the problems that young people living in that city may face daily. This study analyzes the youth policies implemented by the Kocaeli Metropolitan Municipality through the experiences of Kocaeli University students living in Kocaeli. Semi-structured interviews were conducted with university students to determine the impact of the implemented policies on students, and the results of these interviews were analyzed using MAXQDA. As a result of the analysis, it was determined that there is a lack of participation-focused policies in Kocaeli and that young people experience some problems in accessing certain policies. Another result of the analysis is various solution proposals to eliminate these shortcomings.
