Istota planowania strategicznego rozwoju lokalnego i regionalnego

Abstract
Celem artykułu jest określenie gospodarczych, przestrzennych i społecznych uwarunkowań planowania strategicznego rozwoju lokalnego i regionalnego. Podstawą rozważań jest teza, że uwarunkowania te pozostają w dużej mierze poza obszarem przestrzeni terytorialnej, której planowanie dotyczy, oraz że wymagają one zrozumienia i adaptacji na grunt oczekiwań społeczności lokalnej. Planowanie strategiczne rozwoju lokalnego i regionalnego opiera się na spójności instrumentów rozwojowych o zróżnicowanej intensywności interwencji publicznej, od działań regulacyjnych i delimitacyjnych, poprzez akty prawa unijnego, krajowego i miejscowego, po działania aktywizujące i animacyjne na podstawie rozpoznanych czynników endogennych. Planowanie takie ogranicza niepewność działania, ale tylko w warunkach zwiększania adaptacyjności gospodarki lokalnej, szybkiego dostosowywania się do zmian w otoczeniu globalnym i wzrostu konkurencyjności.
